Phil DiPofi, originally from Niagara Falls, New York, earned his bachelor’s degree from the State University College of New York at Buffalo, a master’s in business administration with a concentration in accounting from Niagara University, a master’s in organizational leadership from Gonzaga University and the Advanced Certificate for Executives from Massachusetts Institute of Technology. Formerly, he served as chief banking officer at CoBank, which is part of the Farm Credit System that provides financing for agricultural cooperatives throughout the U.S. As the President and CEO of Northwest FCS, Phil is ultimately responsible for the association’s portfolio of owned and serviced loans, and the association’s overall financial performance.
Management Executive Committee
Bill Perry was raised on his family’s cattle ranch in central Montana, near Judith Gap. He holds a Bachelor of Science degree in agricultural business from Montana State University and a Master of Science degree in agricultural economics from Kansas State University. As Chief Lending Officer, Bill oversees the lending and crop insurance functions for the association. Bill previously served in various roles including Montana President overseeing the lending and insurance services team, vice president of Enterprise Risk Management and Credit Underwriting, and served as a member of the Credit Approval team. He also previously served as a relationship manager in Montana, working in the Bozeman, Havre and Billings branches.
Tom Nakano, Executive Vice President- Chief Administrative Officer & Chief Financial Office
Tom Nakano was raised on a small row crop farm outside of Ontario, Oregon. He graduated from Oregon State in 1989 with a bachelor's degree in business administration and received an MBA from Willamette University in 1992. Tom earned his CPA certification in April 2002. As CFO, he oversees the reporting, accounting, treasury, legal and human resource functions of the company.
John Phelan was raised near Clancy, Montana. He graduated from MSU-Billings in 1988 with a bachelor's degree in business administration and management, and received an MBA from the University of Montana in 1992. He graduated with highest honors from the Pacific Coast Banking School in 1999. As chief risk and credit officer, he oversees Credit Underwriting, Prior Approval, Risk Management and Analytics, Collateral Services and Special Asset Account units.
Tom McKeirnan grew up in Spokane, Washington in a family of farmers who continue to grow wheat on their land in Pomeroy, Washington. He earned his bachelor’s degree in Finance at Santa Clara University, his MBA at Gonzaga University and his JD at the University of Washington School of Law. Tom was formerly General Counsel at Red Lion Hotels Corporation for 17 years, and previously to that was in private practice in regional law firms in Seattle and Spokane. He joined Northwest FCS in June 2020 and is responsible for overseeing all legal and regulatory matters impacting Northwest FCS’ operations.
Linda Hendricksen was raised on her family’s farm in central Montana. She graduated from Montana State University with a bachelor’s degree in marketing and a minor in education. She’s also a graduate of the Washington Agriculture and Forestry Leadership Program and American Bankers Association School of Bank Marketing. Linda oversees the company’s marketing, advertising, public relations, stewardship giving, communications, events, customer and employee learning and development, and government relations functions.
David Barbieri, Senior Vice President- Chief Information Officer
David Barbieri grew up in Spokane, Washington, where his exposure to agriculture involved working in his family’s diverse businesses, including dairy processing. He earned his Bachelor of Science degree in mechanical engineering from the University of Colorado Boulder. With Northwest FCS since September 2014, David is responsible for strategic planning, technology, security and project management.
Candy Casteal was raised in Joseph, Oregon and obtained a Bachelor of Science degree in Agriculture Business Management with a minor in Animal Science from Oregon State University. She spent the first part of her career in direct lending roles in Twin Falls, Salem and Pasco branches before moving to Spokane to join the Capital Markets team in 2011. There she has served as a relationship manager and progressive leadership roles, including Senior Vice President-Credit for Special Industry Lending and Senior Vice President-Capital Markets before assuming her current responsibilities for the Capital Markets, Forest Products and Cooperative Lending teams.
Josh Siler grew up on his family’s dryland wheat farm near St. John, Washington. He is a graduate of Washington State University with a Bachelor of Science degree in agribusiness and a minor in finance. His Northwest FCS career began in 2002 as a credit officer in Twin Falls. Since relocating to Pasco in 2006, he has held various lending and leadership roles. Josh was most recently the Senior Vice President of Credit for Washington before becoming the Washington State President in 2020. As Washington State President, he oversees the lending and insurance teams within the state.
Doug Robison was raised on his family’s cattle operation in Eastern Idaho and his family still ranches near Bear Lake. He holds a Bachelor of Science degree in business management from BYU-Idaho, a Masters Degree in business administration from Idaho State University, and is a graduate of the Pacific Coast Banking School. Doug oversees the Idaho Lending and Insurance team as well as the University of Idaho relationship team. Prior to this, Doug was Senior Vice President-Western Idaho region, supervising branch lending staff in Southern and Western Idaho. Previously, Doug worked in a variety of lending roles in the Twin Falls, Burley, and Idaho Falls branches.
Brent Fetsch grew up in agriculture near Pendleton, Oregon. He gained work experience in Germany before graduating from Oregon State University with a bachelor’s degree in agriculture and natural resource economics. He is a graduate of the Pacific Coast Banking School and Mark Wright Executive Program. Brent has served in a variety of field and headquarters roles including regional vice president in The Dalles, Oregon, and senior vice president of Community Lending. Brent previously served as senior vice president of operations and chief information officer in the company’s headquarters office in Spokane, Washington. Brent oversees the lending and insurance services team in Oregon.
Megan Shroyer comes from an irrigated hay and livestock operation near White Sulphur Springs, Montana. She has a Bachelor of Science degree in business management and minors in agriculture and agriculture economics from Montana State University. Megan oversees the Montana Lending and Insurance team. Megan’s 21-year career included serving in a variety of lending and credit roles from relationship manager to Senior Vice President-Credit and working in nearly every branch in Montana.
